Verbosity

- Added 'affected' verbosity token.
- Deprecated 'rc.echo.command'.
- Updated config defaults.
- Labelled all deprecated 'echo.command' references with '// Deprecated 2.0'
- Added unit tests to start the verbosity testing.  Not complete.
- Updated taskrc.5 man page.
